- Review applicable city documents
• “AB 1600” impact fees, capital improvement program, park and recreation facility fees, traffic mitigation fees and Quimby fees.
• Master planning documents including the general plan, housing element, bicycle and pedestrian master plan, parks and recreation master plan, urban water management plan, wastewater master plan, stormwater management and storm drain master plan, water master plan, sewer master plan, transit and circulation plans, specific plans (including the downtown specific plan, crossroads west specific plan and riverbank industrial complex and army ammunition plant reuse plan), and all related system development fee, infrastructure, and capital improvement planning documents.
• Municipal code and other relevant city documents.
- Findings and fees
• Provide sufficient analysis and findings to enable the city of riverbank to establish a comprehensive and equitable slate of system development fees (SDFS) based on the city’s projected infrastructure and facility needs.
• The updated fee program should support implementation of the general plan, housing element, and sustainable communities’ strategy, while aligning with the city’s long-range capital improvement program (CIP).
• The consultant will identify eligible infrastructure, public facilities, and operational services that may appropriately be included in the fee program to ensure that new development contributes its fair share toward the cost of growth-related improvements.
• The consultant shall provide recommendations for adjustments to existing fees and methodologies, as well as the establishment of new infill development and vehicle miles traveled (VMT) and transit-oriented development (TOD) fee components that advance reap 2.0 and affirmatively furthering fair housing (AFFH) objectives.
• Fee calculations shall be based on long-term growth forecasts and designed to equitably fund the full range of public services and infrastructure needed to support development over a 20-year planning horizon.
- Develop draft development impact fee study
• The consultant shall prepare a draft system development fee (SDF) study and participate in presentations to city staff, regional partners, and other interested stakeholders as determined by the city.
• The consultant shall document all comments, questions, and concerns received during these presentations and shall incorporate revisions or clarifications as directed by city staff.
• The draft study should clearly outline the proposed fee methodologies, assumptions, and nexus findings to ensure transparency, compliance with the state mitigation fee act, and alignment with the city’s reap 2.0 objectives related to infill development, VMT reduction, and equitable growth.
