The Vendor is required to provide to update its development impact fee study, completed in 2020.
- Provide to update its fee structure and methodology to reflect current growth patterns, infrastructure needs, and financial conditions.
- Review of 2020 Study and Existing Fee Program
• Evaluate the methodology, assumptions, and recommendations from the 2020 Impact Fee Study.
• Assess the effectiveness and implementation of the current fee structure.
• Identify areas requiring recalibration due to changes in growth patterns, service demands, or capital priorities.
- Update Needs Assessment and Capital Improvement Analysis
• Review and update capital improvement needs across eligible service categories (public safety -- sheriff’s services, emergency medical services, parks and recreation, and transportation).
• Incorporate recent development data, population projections, and service level standards.
• Align infrastructure needs with the county’s current comprehensive plan and capital improvement plan (CIP).
- Fee Recalculation and Methodology Refinement
• Update and assess the impact fee calculations using current cost estimates, growth forecasts, and service demand metrics.
• Ensure continued compliance with statutory requirements, including proportionality and benefit nexus.
• Evaluate alternative methodologies or adjustments to improve completeness and transparency.
- Policy Review and Strategic Recommendations
• Analyze the fiscal impact of proposed fees adjustment on housing affordability and economic development.
• Recommend policy refinements, including exemptions, credits, and phased implementation strategies, and the impact of adopting such refinements.
- Provide a final report that documents the fee study results, including, but not limited to, a description of the overall methodology, findings, supporting justification, recommended changes to the fee structure and the calculations that provide the legal nexus between fee implementation and infrastructure improvements, as set forth in state law.
