The Vendor is required to provide professional services to assist the agency in various dockets, matters and activities involving the Electric Standard Offer Service (“SOS”) process and the cost of electric supply for customers, as needed on an ongoing basis.
- Those matters and activities include, but are not limited to, research; drafting and preparing reports or comments to be presented to the agency and external organizations; reviewing reports, presentations and/or filings and providing advice to the agency thereon; drafting and presenting presentations or testimony, including litigation support when needed; attending online and in person meetings; negotiation support for the agency; negotiating with the utilities and other organizations on behalf of the agency; and consulting with the agency regarding regulatory strategy.
- Analysis and evaluation of current market conditions including status of capacity auctions, new generation, large loads, and clean or renewable energy.
- Development and review of potential suggested improvements or mitigation strategies.
