The vendor is required to provide technical advisory services for area(s) of expertise (AE) 1 - 6 will support digitalization efforts, drawing on in-depth knowledge and experience working with construction codes.
- Work undertaken through ae 1 - 6 may be carried out in collaboration with digitalization experts, such as staff or other individuals working through ae 7 - 12.
- The technical advisory services through ae 1 - 6 do not require previous experience with the digitalization of codes, specifications or related content, but rather experience advising private and public sector clients on code compliance, cost-benefit-impact analyses, and related activities.
- Technical advisory services – construction codes and specifications (ae 1 – 6)
• Provide input on the creation of a set of compliance rules associated with codes provisions based on understanding of requirements, applications, scope and exceptions
• Provide advice and insights on current pain points related to codes and specifications usability, and digitalization needs or opportunities
• Participate in working sessions to provide input on or conduct end-user testing of proposed digital construction solutions.
• Support cost-benefit-impact analysis associated with potential changes to the national model codes and identify ideas for conducting cumulative impact analysis across multiple potential changes using digitalized codes and related tools.
• AE 1 - energy / greenhouse gas (GHG) housing and buildings: housing and small buildings (NBC) section 9.36, NECB; emerging carbon codes provisions includes energy modeling / simulation in addition to other category an activity.
• AE 2 - fire and life safety, accessibility: NBC part 3, NFC, related standards
• AE 3 – structural design: NBC part 4 and related standards
• AE 4 - environmental separation: NBC part 5 and related standards
• AE 5 - HVAC and plumbing: NBC part 6, NBC sections 9.32-9.33, NPC, and related standards

- Advisory services – digitalized construction codes and practices (ae 7 – 12)
1. AE-7 digital construction interoperability and standards - implementation and adoption:
• Evaluate, validate and adapt use of digital construction standards such as iso 19650, 16739 and related standards or practices, to support interoperability of digitalized regulations and specifications with digital construction tools and practices.
• Assessment of current building information models (BIM) and digitalization practices, conducting gap analyses, and developing tailored implementation plans.
• Key tasks include delivering iso 19650 training, creating compliant standard operating procedures, recommending and integrating suitable technologies, supporting pilot projects, and ensuring continuous monitoring and quality assurance.
• This ae also includes facilitating stakeholder collaboration, providing ongoing support, and guiding organizations towards achieving iso 19650 certification.
2. AE-8 information classification systems, ontologies, data dictionaries
• Evaluate, validate and adapt use of information classification systems, building compliance ontologies and data dictionaries to support enhancement of regulatory and specification content required for digital construction processes.
3. AE-9 digitalization governance, methodology, tools
• Support analysis, design, proof-of-concept and prototypes for establishing and managing digitalized regulations and specifications
• Tailoring a data governance framework for digitalized codes, specifications and product information, including data quality, security, lifecycle management.
• Investigation and proof-of-concept validation of digital tools and techniques for creating and managing digitalized codes and specifications, including content management, information exchange, and complementary use of natural language processing or large language models to enable key digitalization and common data framework elements such as:
o Formalization of compliance rules
o Integrations with other reference information or construction sector organizations
o Content enrichment
4. AE-10 construction common data framework - use cases and design
• Support analysis, design and prototype stages of a common data framework / common data environment (CDF/CDE) to support digital construction practices in, including- BIM and non-BIM based information flow and use cases for digitalized codes, specifications and product information.
• Aligning the common data framework and CDE prototype with digital construction concepts, standards and principles
5. ae-11 BIM compatible construction codes, specifications, product information:
• in-depth analysis of national model construction codes, national master specifications and construction material center product information, to determine approach for enriching and converting the content into machine-readable formats compatible with building information models for use with applicable digital construction use cases.
• Support proof-of-concept and full content conversion of content to BIM compatible formats, utilizing standards, methodologies and tools identified or designed in ae 7,8,9.
• Support design and execution of simulation and pilot application of converted BIM compatible codes, specifications and product information.
6. AE-12 BIM maturity level assessment in construction industry and organizations
• Evaluation of organizations' current BIM adoption capabilities, identifying gaps, and developing a roadmap to enhance BIM processes and technology use.
• Include training staff, improving workflows, ensuring compliance with industry standards, integrating appropriate tools, and providing ongoing support to achieve higher BIM maturity levels, leading to better project outcomes and collaboration.
• Support assessment and engagement with regulators and industry on adoption of BIM compatible regulations and specifications and associated processes.
