The vendor is required to provide to utilize an electronic payment system that loads the stipend onto a credit or debit card.

- 24/7/356 card holder support
- Be able to disburse funds in a variety of means (e.g.: adding to digital wallet; text notifications, show balance to recipients; agile so clinical research coordinators save time setting up payments)
- Features and components:
• Web-based system that is fully compliant with the HIPAA security rule
• Prepaid cards that are issued to patients
• Variable card values
• Ability to add additional funds to an already issued card
• Ability to transfer balances between cards
• Rapid access to funds by patient
• 24/7 multilingual cardholder support
• Reporting of cards issued by study and balances available per card
• Ability to safely enter and maintain social security numbers of participants
• Ability to run 1099 report
• Ability to add an option to include participant reimbursement or travel expenses on card
• Preferred that no fees are passed to cardholders
• Add agency logo to the card.
