The vendor is required to provide increased access to contracting opportunities for local, minority-, women- and disabled-owned businesses (M/W/DSBE), small business enterprises (SBES), and alternative diverse businesses registries recognized by the city.

• It emphasizes Skill Development and Career Pathing through training, certifications, and job shadowing, while promoting Transparent Career Progression with defined role ladders and competency frameworks.
• The program supports a strong internal talent pipeline by prioritizing internal candidates for advancement and encourages employee empowerment and retention through mentorship and regular development conversations.
• To ensure fair access, it focuses on equity and inclusion, tracking participation and outcomes across all groups.
• It also provides recognition of non-managerial excellence through expert tracks that allow for advancement without moving into management.

- Tasks, milestones, or deliverables
• The workforce and development courses offered will create, promote, and fosters individual and organizational effectiveness by developing and offering an array of innovative and diverse programs in support of the Department commitment to employee development, partnerships, and organizational enrichment.
- Technological requirements
• Courses must be offered in person, online, and accessible through a cloud-based platform.
- Reporting requirements
• The vendor must be able to provide certification of achievement for each student at the completion of each training or workshop.
• The vendor must also have a system in place to track training attendance and send out notifications for upcoming trainings.
• The successful Applicant shall report to the Training liaison on a regular basis regarding the status of the project and its progress in providing the contracted services and products.
• the successful Applicant shall submit a monthly invoice detailing the services and products provided, the goals/tasks accomplished, and the associated costs.
• If hourly rates are charged, the invoice must also detail the number of hours, the hourly rate, and the individual who performed the service.
• Vendor must respond to e-mails or voice messages from The Training and Development Office within two business days.
