The Vendor is required to provide to procure electronic platform for ethics disclosures software as a service solution, integrating necessary requirements and ensuring a seamless transition from the existing system with providing ongoing services.
- Aims to find the best solution that meet our current needs, ensuring efficiency, compliance, and cost savings.
- User access & authentication
• Single sign-on capability.
• Secure login with role-based access control.
• Multi-factor authentication for system administrators.
• Former employees shall have separate non-single sign-on capability.
- Employee information management
• Auto-population of employee data from the human resource management system (HRMS).
• Ability to create, update, and delete employee records.
• Ability to migrate employee’s historical data from current financial disclosure system to the proposed system.
- Financial disclosure & conflict of interest filing
• Notification system for upcoming and overdue filings.
• Dynamic forms based on employee type and role.
• Review, approval, and tracking of disclosures.
• The administrator shall be able to add new questions to the form and edit the form questions.
- Reporting & auditing
• Generation of real-time reports for compliance tracking.
• Secure archiving and retrieval of previous years’ disclosures.
- Software license
• Software licenses shall cover two environments – production and quality assurance (QA) environments.
