- Our organization seeks to enhance our appraisal process by acquiring a state-of-the-art, efficient, reliable, and scalable software system that will improve data accuracy, streamline workflows, and support data-informed decision-making.
- The system must offer robust features such as automated valuation models, customizable reporting tools, integrated data management and GIS functionality, and user-friendly interfaces.

1. Application design
• The solution must be cloud based, have an intuitive and user-friendly interface, and support a dynamically scaled computing environment
• The solution must be compatible with current internet browsers and support custom GUI (graphical user interface) modification.
• The solution must have configurable workflows with the ability to support unique, high-use, repeatable activities such as are found with appeals, permits, or ownership transfers.
• The workflow must aid in tasks such as, but not inclusive to: navigate the user through the proper screens; move the work-step to supervisory users for approval; and aid in the completion of queued work items (e.g., an appeal or ownership transfer).
• A task in a given workflow can have a duration set such that a secondary action (e.g., notify the supervisor) is taken after the set duration is exceeded.
2. Database design
• The solution must support the collection and management of various data types per specified tax year to ensure robust data management associated with mass appraisal.
• The solution must be able to track database activity and maintain versions for all datapoints and one-to-many scenarios.
• The solution must be flexible and adaptable to allow for the creation of custom data fields.
• The solution must have the ability to roll data forward associated with one tax year to another (future).
• Along with a production environment, the solution must incorporate a test environment to implement and test new functionality.
3. Notifications, alerts, and event tracking
• The system must have the ability to configure and send email notifications from the system.
• The system may have a ‘notification area’ or feature where specific notifications occur and provide a specific system notification that an action is pending or that an action should be taken.
• These should be configurable and work in conjunction with workflows.
• The system must have the ability to set a feature to “watch” for a given data characteristic to change and then notify the user that such a condition exists.
• Alerts may work in a manner similar to, or in conjunction with, notifications.
• The system shall have the ability to track user-defined actions or events and trigger notifications, alerts, or other events.
4. Mobile computing and field data collection
• The solution must include the ability to take a mobile computing device to the field and create and update sketches; add and update property and ownership information; add and update personal property; add and update property inspection information; make notes regarding any cases or other work being managed; take and upload property photos, plan routes and share and track location.
• The mobile solution must be able to operate in online and offline modes and have the ability to qa/qc field work before accepting changes into system.
• The field mobile solution must be able to operate in and be optimized for either iOS or android platforms.
5. Data analytics and reporting
• The solution must include advanced analytic tools and trend analysis capabilities.
• The solution shall include customizable dashboards and reporting mechanisms.
• The solution must include integrated reporting database that is accessible and can query utilizing standard database tools.
o It is strongly preferred that the owner would access the data from a workstation by simply running SQL server management studio (or something similar) to run queries directly against the live or reporting database as well as schedule jobs to perform various tasks.
o Ability to create and store canned queries in system and make them available for interaction with authorized users.
6. Audit tracking and change log
• The system shall include a configuration that allows the ability to track changes to individual data elements within specific tax years.
• Based on configuration and activation, the system must show the data value before and after the change; when the change occurred; and which user made the change.
• All changes shall be available online and in paper report form.
7. API access
• The system shall have a fully documented application programming interface (API) or similar available for use by other organizations that may be required to integrate with the system.
• The API supports full featured use of objects, routines, language libraries, etc., as dictated by the technology inherent in the solution, and shall be architected using standard, industry accepted service-oriented architecture (SOA) technology that is easily consumed by other organizations.
