- Needs assessment & requirements gathering
• Customer experience & operational analysis:
• Use insights and recommendations from the comprehensive access improvement study (2023) to identify service barriers, inefficiencies, and customer satisfaction gaps.
• Focus on recommendations around flexibility, technology integration, trip booking transparency, and improved customer communication.
• Evaluate customer-facing workflows such as trip requests, real-time notifications, complaints/resolution, and eligibility verification.
• Integration mapping: identify and document integration points for existing and planned systems:
1. CAD/AVL, eligibility systems, fare/payment systems
2. 3rd party transportation providers
3. TNCS, same day on-demand services, micro transit platforms
4. Fixed-route trip planners and public GTFS feeds
- Development for software vendor
• The consultant will use the data, insights, and documented requirements gathered during phase 1, including stakeholder input, operational analysis, and findings from the comprehensive access improvement study (2023), to ensure the proposal is accurate, comprehensive, and strategically aligned
• Developing specifications and use cases: Incorporate detailed functional and technical specifications derived from phase 1 findings to ensure the selected solution will:
• Fully integrate with third-party transportation providers and transportation network companies (TNCS)
• Support same day on-demand service dispatch and tracking
• Manage dynamic scheduling and rider communication for micro transit
• Provide a mobile app that supports trip booking, real-time updates, same-day demand service, and multimodal options—including fixed-route planning
• Be ADA-accessible and meet all compliance requirements for accessible service • Integration and scalability requirements: clearly define standards for system architecture, including API connectivity, cloud-based hosting, data privacy protocols, and capacity to scale based on growth in demand or service models.
