The vendor is required to provide in need of an encompassing software suite that provides transportation project design and management.
• Ability to enter project data and prepare the plans, specifications, and estimates.
• Provide a variety of estimation methodologies (bid, cost, reference, parametric and ad hoc pricing) to perform estimates.
• Abilities to perform historical and bid data cost projections.
• Address risk contingency, have import/export data capabilities, inclusion of non-bid costs, non-construction costs and markups and have an audit trail for tracking purposes.
• Run analysis of bid-history for utilization of planning and provide dynamic bid history profiles.
• Ability to enter project data to create proposals for bid letting.
• Maintain bid letting data for a standardized letting process.
• Provide graphical, bid-based price analysis and item price estimates utilizing historical bid data. including analytical methodology for graphical display and reporting.
• Ability to quickly analyze patterns for irregularities through a graphical and tabular display specifically around highway construction for data analysis.
• Provide analytical abilities with a graphical interface that can be configured by the user.
• Track and manage project cost information by project items and associated funding.
• Ability to apply bidding techniques for planning lifecycle costs and minimum and maximum costs for the project.
• Provide security and encryption functionality for bids submitted.
• Ability to seamlessly exchange bid data with construction project data.
• Provide construction management for data entry, tracking, reporting and analysis of contract data from award through closure. this includes: contract records, administration of field-based data entry functionality of daily work reports, daily diaries, contract change order functionality, approval of contract changes, pay estimates, stockpile management, force account functionality and tracking of actual costs of labor, equipment and materials incurred on the work performed, materials management and a laboratory inventory management system (LIMS).
• Ability to evaluate contract material acceptance by quantity, contract, date, source and location of the contract specifications.
• Acceptance actions by all materials that are listed in the contract item level that include:
o Approved materials for facilities
o Alternative materials
o Qualifications of testers, samplers, contractors and laboratories
o Test equipment and calibrations
o Mix design creation and approvals
• Ability to design bridges and culverts according to the latest codes required by AASHTO.
• Bridge load rating capabilities that provides the ability to determine the capacity (how heavy) of bridges and culverts.
• Provide inspection capabilities, load rating, and maintenance recommendations for bridges and tunnels.
• Provides pavement design and analysis that meets AASHTO’s mechanistic-empirical pavement design guidelines.
• Performs pavement performance and distress analysis and has the ability for user input parameters that can be used for future templates.
• Utilizes material mechanics, axle-load spectra and climate data for predicting pavement performance.
