The Vendor is required to provide for its residents and visitors. As a dynamic and growing metropolitan area, the demand for efficient and accessible parking solutions continues to increase.
- Provide and install automated parking guidance systems (“APGS”) to monitor and display parking availability within Garage.
- The selected APGS will be a comprehensive solution capable of monitoring parking spaces, disseminating real-time occupancy data to electronic signage, and potentially integrating with the City's digital platforms, such as its website and mobile applications.
- This project is envisioned as a foundational step towards a broader smart parking initiative.
- Goals and Objectives
• Provide customers with accurate, real-time information on parking availability ultimately reducing time spent searching for open parking, reducing congestion, and decreasing the division’s environmental impact.
• Maximize and efficiently utilize the existing parking inventory within the garage through intelligent guidance and real-time monitoring.
• Collect comprehensive and reliable parking data, including occupancy rates, turnover, and peak usage to inform strategic planning, policy adjustments, and future infrastructure investments.
• Acquire a flexible and robust APGS system that is highly reliable, requires minimal ongoing maintenance, includes comprehensive support, and can be seamlessly expanded and integrated into other city parking facilities in the future.
- Solution shall not be affected by rain, wind, or other weather conditions typical to the local area.
- Solution shall provide a system such that environmental conditions inside the equipment do not cause failure of the installed electronics or displays.
- Solution shall provide lightning protection to mitigate impact to the system should a lightning strike occur.
- Solution shall include:
• Dimensioned drawings showing plans, elevations, sections and details for the proposed installation of the system on all floors of the facility.
• Garage dynamic signage drawings for entryway signage and signage placed within the garage at key driver decision points on each level of the garage.
• Mounting details for conduits, dynamic signs, vehicle sensors, and LED indicators.
• Wiring diagrams detailing wiring requirements for power, communication, and control systems.
• Include wiring termination details.
• Locations of electrical and communications connection points and pathways including conduit runs, concentration points, network access points, power panels and circuits.
- Solution shall continue to operate when the sensor goes into an offline condition.
- Solution shall work for all levels of the facility, including the top floor where no roof is present and equipment will be exposed directly to all weather conditions.
- Solution shall feature space availability indicators that shall be located within or directly adjacent to the drive aisle so as to be clearly seen by vehicles driving through the facility.
- Solution shall provide functionality for authorized users to override the indicated space type (EV, ADA, Standard, Reserved, etc.) and change it to another space type. In doing so the colored indicator light and space counts shall reflect this change within a reasonable amount of time (not to exceed 60 seconds).
- Solution shall have the ability to install dynamic display signage at the entrances to each facility as well as at key driver decision locations within each facility.
- Solution shall include variable and dynamic message signs that are fully digital dynamic LED signs.
- Solution shall include all necessary sign housings, electrical wiring, mounting hardware, and communication equipment.
- Solution shall fit in each proposed location and be designed such that is does not interfere with normal facility options (i.e. interrupt the flow of vehicle traffic through the facility, change the maximum vehicle height allowed within a facility, etc.).
- Solution shall function in such a manner that the backend dashboard, sensors, and display signs update every three (3) seconds by default. This frequency shall be user configurable to be higher or lower than this time interval.
- The ability for authorized staff to create, schedule, and send custom messages for the variable message signs.
- Configuration of occupancy indicator colors for individual spaces/groups of spaces for space types.
- Contract Period/Term: 5 years
- Pre-Proposal Conference (Mandatory) Date: November 14, 2025
- Questions/Inquires Deadline: December 1, 2025
