The Vendor is required to provide reviewing and approving an application involves verification of applicant data and completion of background checks through API connections with multiple State agencies, a payment processor, and data submitted by educator preparation programs to an internal database.
- Once licenses are issued, additional APIs are engaged during the licensure auditing process, including connection to other department in-house systems.
- Obtain a person / user profile-based system where multiple user types can exist and all communications, including license applications, can be tied to an individual’s identity.
- Users may include, but are not limited to, educators, employers, preparation programs, members of the public, and State staff.
- The solution must support the following user profile / contact management use cases:
• Applicant submits an application for a license.
• Constituent contacts department via email or voicemail, which automatically creates a profile for that person.
• One example could be a parent reporting inappropriate behavior from an educator to a student.
• Department staff creates a profile for someone who may have contacted them outside of the licensing software / website, such as an email sent directly to the department staff person’s email.
• Ability to manage duplicate contact / user accounts or profiles.
- Solution must allow a non-educator user to create a profile with different required values than an applicant’s profile.
- Educator must be able to submit an application for an educator license.
- Educator must be required to submit an application to change their name.
- Educator must be able to submit new documentation and view/download/carry forward previously uploaded documentation to avoid submitting the same documentation again.
- Receive, manage, and reply to incoming inquiries from authenticated and no authenticated users.
- Online, Web-based Application: The proposer must deliver all components of their solution via an online website, accessible by users 24/7
- This includes, but is not limited to, any vendor or third-party software used by Proposers to provide services or store State data.
