The Vendor is required to provide a comprehensive project to replace their existing laboratory information management systems (LIMS) with a single modern, scalable, and user-centric solution.
- This initiative supports the lab’s mission to enhance diagnostic capabilities, improve operational efficiency, and align with current and future technological and regulatory standards.
- Search and Information Retrieval:
• The system shall provide a highly reliable, user-friendly search function accessible to all authorized users.
• It shall allow searches using common criteria (e.g., patient name, date, case number) from a single search interface and return complete case information without requiring excessive navigation (no more than two clicks from search results).
• The system must also provide a searchable database of historical cases to support teaching, diagnostic, and research needs.
- Exceptional System Performance and Usability:
• The system shall deliver exceptional performance and usability by supporting an annual workload of at least 250,000 accessions and concurrent use by a minimum of 150 users without degradation of performance.
• Navigation between cases and the execution of searches shall occur with minimal latency to ensure efficient access to information.
• The system shall provide an intuitive, user-friendly interface that is accessible and aligned with current laboratory workflows.
• Additionally, it must support time-efficient accession creation through tab driven navigation to optimize user productivity and ease data entry.
- Financial Reporting and Flexible Invoicing:
• The system shall provide accurate and comprehensive financial reporting, including reliable statistics and revenue reports.
• It shall prevent invoicing errors (e.g., overpayments caused by addendum invoices) and support billing to multiple parties under a single accession. Invoicing shall be independent of result finalization (i.e., no automatic invoicing).
• The system shall track test location, sales revenue by test code, bad debt, and revenue segmentation by client type (e.g., Federal, Internal, and Research).
• In lieu of a fully developed internal invoicing system, automated communication with 3rd party financial software could be considered.
- Data Entry and Workflow Optimization for Case Creation:
• The system must allow entry of tests and sample information for 250,000 cases annually without performance degradation.
• It shall provide a time-efficient process for creating new accessions, including automation of data entry through scanning of submission paperwork.
• The system shall generate immediate alerts if a scanned document fails to attach to a case and shall automatically log such failures for resolution.
- Client Communication and Support:
• The system shall include a comprehensive contact log for each accession, capturing at least the party name, contact name, date/time, laboratory contact(s) (multi-select), affected sections, categories, and a large free-text field (minimum 5,000–10,000 characters).
• It shall provide integrated messaging/email functionality to send logs to multiple recipients or listservs, with the ability to select contacts and include the most recent results report upon saving.
• A secure, web-based client portal shall also be provided for client access to relevant case information.
- Tracking, Audit Trail, and Quality Control:
• The system shall maintain a complete audit trail of all changes to a case, including the date/time, user, and action taken for both case and party records.
• It shall track who finalized each case and who invoiced it.
• The system shall also capture failed result report and invoice transmissions, allow these items to be resent, and ensure successful delivery.
- Continuing development and improvement:
• The system and support structure shall allow continuing development of features in a timely manner as driven by the client, including adoption of new technology.
