The vendor is required to provide supplier diversity, compliance, and tracking, and portfolio management platforms to government agencies, public authorities, or similarly regulated entities and successfully delivered one (1) turnkey software solution that is fully developed, implemented, and supported for the public sector client.
- Compliance monitoring that includes:
• Minority-and women-owned business enterprises (MWBE) and service-disabled veteran owned business enterprises (SDVOB) tracking: tools for goal setting, payment tracking, waiver processing, and reporting for MWBE and SDVOB compliance.
• Regulatory compliance: ensure alignment with state laws and agency policies.
• Outreach tools: email and text outreach linked to searches, with CRM (customer relationship management) functionality for tracking interactions.
• Automated messaging: capability to issue messages at present intervals.
• Project tracking: flagging for projects falling behind expected goals, with advanced warnings for certifications expirations.
• Waiver process: a streamlines system for submitting and reviewing waivers in compliance with the agency’s guidelines.
• Team oversight: tools to assign projects, monitor team member workloads, and track compliance.
• EEO workforce reporting: tools to generate and review workforce data for eligible projects.
• Economic and community impact: detailed reporting on project impact across communities and demographics.
• Workforce impact: reporting on job creation, wages and workforce diversity.
• Visual reporting: customizable reports with integrated charts, graphs, and PDF and HTML export options.
- System features that include:
• Certified vendor directories: live integration with the state certified MWBE and SDVOB directories.
• Mapping and data visualization: 3d maps and analytics to display data by zip code, region, etc.
• External integrations: integration with census data and other external systems for demographic, workforce, and business insights.
• Custom reports: ability to generate reports, as needed, with customizable components, images, and fixed language.
• Custom views: role-based access (e.g., analyst, administrators, contractors) to project and compliance information.
• Performance tracking: systems to track user performance and timeliness.
• Secure sharing: document management for projects with secure file sharing capabilities.
- Customization requirements that include:
• Workflow customization: tailor workflows to match the agency’s processes, including multiagency support, user roles (analyst, administrators, contractors), and a document library for compliance forms.
• Front-end and branding customization: alignment of the system’s user interface with the agency’s existing design standards and report templates.
• Report template customization: develop custom templates for auto-generated reports, including utilization, community impact, and good faith efforts3 reports.
- Support and execution services that include:
• Training: in-person and virtual training for agency staff and external users (e.g., contractors).
• Ongoing support: live chat, phone, and email support for all system users, including a help desk and inquiry tracking system.
• On-demand assistance: support with project – specific searches, goal setting, waiver reviews, custom reporting, and impact assessments.
• Program development: assist with the structural changes and ongoing program improvements.
