Mail Ballot Tracking Software

The Vendor is required to provide to supply software and services surrounding the tracking of the outgoing and return delivery of mail ballots, and the status of mail ballots issued during the next two election cycles ranging from 2026-2029.
- The system should allow for the tracking of mail ballots and the notification of voters by phone message, text/SMS, and email based on ballot statuses provided by the city, county or state voter registration system.
- Allow for the creation of custom messaging, ability to run election messaging campaigns and be able to view and determine where ballots are in the mail system, signature verification process, or any other status for a mail ballot that may be used.
- The customer facing portal must allow a voter to:
•    Sign up for Messaging services
•    Provide their relevant registration information so their record can be identified and linked to the request
•    Provide them with the option to select their preferred method of receiving messages (phone message, text/SMS, or email)
- Must supply training, operational manuals and opportunities to onboard and train each participating State staff or County Clerk/Registrar and their staff, on the various features and appropriate use of the system to ensure the accurate use of and reporting from the system.
- Need to utilize output data from voter registration system (VR system) or election management software (EMS) on a daily basis.
- The data will include the master voter file and the eligibility file.
- Need to allow local election officials to create messaging for each desired status notification (sent, accepted, rejected, etc.), for each communication type (text/SMS, email, phone), and for every required language.
- This includes the creation of account user profiles, adding customer contact information that will be visible on the voter portal and the standing up of the desired voter portal landing page.
