The vendor is required to provide consulting services for the planning and execution of an enterprise resource planning (ERP) replacement project.
- Consulting services may include, but are not limited to, the following:
• Conducting a comprehensive assessment of the county’s existing ERP environment, associated systems, and business processes.
• Facilitating stakeholder engagement and governance processes to define system requirements and priorities.
• Developing draft content and providing advisory input for ERP software and implementation services, which will be issued and managed solely by county.
• Assisting the county in evaluating and selecting the ERP vendor(s) and integrator(s).
• Supporting the county in contract negotiations with the selected vendor(s).
• Developing an implementation roadmap and action plan.
• Optionally providing client-side project management support during ERP implementation.
- Tasks
1. Project management
• Facilitate identification of project stakeholders and establish governance structure.
• Develop a communication plan and project plan with timelines and milestones.
• Facilitate project meetings and provide executive status reports.
• Track decisions, issues, and resolutions throughout the project.
2. Needs assessment and gap analysis
• Review and evaluate current systems and business processes within related applications.
• Identify system functionality gaps, pain points, and opportunities for process improvement.
• Document functional and technical requirements based on county stakeholder input.
3. ERP development
• Provide advisory input and draft content for a potential ERP the county determines that replacement is the preferred approach.
• Develop draft functional, technical, and integration requirements based on the completed needs assessment.
• Recommend evaluation criteria and scoring methodology for county consideration.
4. Implementation action plan
• Develop an action plan outlining recommended next steps for either upgrading the existing system or implementing a new ERP solution.
• Identify priorities, phasing, staffing requirements, and resource allocation.
• Outline potential project timelines and dependencies for both upgrade and replacement options.
• The implementation action plan, the consultant shall also evaluate and provide recommendations on optional ERP modules or integrated systems that may add value to the county’s overall technology strategy.
• These may include, but are not limited to, procurement, contract management, performance budgeting, asset management, time and attendance, and other ancillary modules.
• The consultant shall assess the benefits, costs, and alignment of such modules with the county’s long-term business needs and provide prioritized recommendations for consideration.
5. Implementation management (optional)
• Provide client-side support during ERP implementation, if separately authorized by the county.
• Monitor vendor performance, identify risks, support training, change management, and user acceptance testing.
• Provide guidance through go-live and project closeout.
