The vendor required to provide local policy tools to develop and refine local policy tools, such as inclusionary housing, community preference, and multifamily housing property tax exemption (MFTE) that advance affordable housing production and preservation, community stability, and equitable development in unincorporated county.
- Project management
• Consistently demonstrate effective management, communication, and coordination skills.
• The consultant will work closely with county staff to ensure the project is executed in an integrated and collaborative manner.
• This, the consultant shall complete the following tasks and deliverables at a minimum:
o Schedule, prepare agendas and summary notes for, and facilitate a project kickoff and regular meetings with county staff.
o Develop a project plan and provide ongoing project task and deliverable tracking and reporting.
o Provide quality assurance (QA) and quality control (QC) on all deliverables.
o Submit monthly invoices indicating percent complete by phase, elevate budget concerns to county contract manager promptly, and provide monthly progress reports that note areas of concern related to deliverable timeliness, quality, or cost.
- Case studies and literature review
• Conduct literature review: review literature related to the impact of various local affordable housing and community stability policies, including replicable methods for measuring policy effectiveness and outcomes produced, such as housing units created, depth of affordability, housing types, and more.
• Develop case studies: develop three (3) to five (5) case studies of other comparable jurisdictions that have implemented a relevant local policy tool for affordable housing or community stability describing the challenges they faced, why they selected the given tool, and any lessons learned for county.
• Develop a literature review and case studies technical memo and summary slide deck that explains the findings in an easy-to-understand manner for a broad audience.
- Community engagement support
• Create meeting materials such as slide decks, graphics and infographics and facilitate meetings, as needed.
• Conduct interviews with local nonprofit and private developers to gather input on existing and potential program design.
• Present educational information and key findings to internal and external partners.
• Create a community engagement technical memo cataloguing and summarizing all engagement and a summary slide deck that explains the process and findings from different stakeholders.
• This memo will later be the basis of a chapter in the final report.
