The vendor required to wellness and mental health self-management software solution that meets the following requirements for users:
1. Capabilities for a user to have access to both a mobile and web-based platform for participants ages thirteen and up.
• For individuals who are between thirteen through seventeen years of age, permission from a parent and guardian must be required.
2. A digital self-assessment featuring a comprehensive clinical evaluation that integrates validated clinical questionnaires, along with relevant personal context.
• Based on digital assessment, a personalized plan will be developed for the user
• Opportunity for the assessment to be completed every so often to ensure the plan best meets the user’s needs.
o The plan and content are continuously refined as the user engages with the program on an ongoing basis for measure-based care.
3. A comprehensive digital library, available to the user in addition to the personalized plan, which includes:
• Searchable content featuring videos, articles, and exercises curated based on the user’s needs and preferences as determined by the assessment.
• Evidence-based digital courses that guide the user through the curriculum.

o Healthy weight (BMI) maintenance
o Smoking and tobacco use cessation
o Encouraging physical activity
o Healthy eating
o Managing stress
o Avoiding at-risk drinking

2. Evidence-based information
o The organization meets the requirement of “evidence-based” information if recognized sources are cited prominently in self-management tools.
o If the organization’s materials do not cite recognized sources, the organization is able to produce a documented process detailing the sources used and how they were used in developing the self-management tools.
- Provide an evidenced-based wellness and mental health self-management software solution that meets the following requirements for the contractor:
1. Support that includes the following:
• Deployment and implementation of the wellness and mental health self-management software for our community
• Providing technical support and assistance to the contract holder and users
o Answering questions
o Resolving issues
o Training
o User manuals
o FAQ resources
o Support channels (ticketing system, email, phone number, etc.)
2. Data and reporting:
• De-identified numbers of users and active users
o Ability to download data in a user-friendly format (excel, csv, pdf)
o Summary of de-identified user information, including
o Age and sex of user
• Utilization metrics
o Logins
o Completed activities
o Completed reassessment
o Given crisis resources based on detected need
3. Security and data privacy
• Ensure the health insurance portability and accountability act (HIPAA) compliance and sign a business associate agreement (BAA)
• Multi-factor authentication (MFA) for administrative and user logins.
• Ensure backup and recovery processes are in place, with the ability to restore data as needed.
