1. Core functionality
• Automated license plate recognition upon vehicle entry.
• Real-time or near real-time validation against the town’s permit database.
• Ability to differentiate:
o Full disposal stickers
o Recycle-only stickers
o Non-resident stickers
• Ability to flag unauthorized vehicles for staff review.
• Cloud-based hosting (system may not operate on the town’s network).
• Minimum 92% automated capture accuracy, with tools for staff to manually review missed reads.
2. Integration requirements
• Automated synchronization with the town’s active sticker and permit database.
• Updates from city hall systems must appear in the LPR system on a near-live basis.
• proposers must describe in detail the method, frequency, security, and reliability of the Integration.
• The selected vendor shall work jointly with city hall systems and the town to establish a reliable and automated data-exchange process.
• The license plate recognition (LPR) system must prevent stale or outdated permit data, and the proposer shall specify the minimum achievable synchronization frequency.
• Successful end-to-end integration, including new permits, renewals, and revocations, must be demonstrated during acceptance testing before the system is approved as substantially complete.
• The town, the selected vendor, and city hall systems will jointly confirm and test the integration method prior to acceptance.
• The vendor shall be responsible for any modifications required to ensure successful data exchange and system reliability.
3. Recognition requirements
• The LPR camera(s) must be capable of accurately identifying vehicle license plates at distances up to 75 feet.
• The system must support plate recognition from either the front or rear of the vehicle, depending on approach.
• Cameras must maintain recognition accuracy during inclement weather, including rain, snow, fog, wind, and low-light conditions.
4. Reporting requirements
• Frequency of visits by permit type (full sticker, recycle-only, non-resident, etc.)
• Daily, weekly, monthly, and yearly vehicle entry counts.
• A searchable, plate-by-plate history log for administrative review.
• A configurable vehicle hotlist for assisting law enforcement or staff in monitoring stolen vehicles or vehicles of concern.
• Remote access capability for authorized town staff.
• Ability to export data to csv, excel, or equivalent standard formats.
5. Installation requirements
• Complete installation of cameras, software, and related components.
• Town will provide:
o Excavation and trenching
o Conduit installation
o Posts for camera mounting.
• Vendor is responsible for:
o Mounting and aligning cameras
o System configuration
o Testing and validation
o integration with city hall systems
o Final commissioning of the system.
