The Vendor is required to provide and implement a public health focused electronic medical record (“EMR”) system.
- Provide a cloud-based EMR system that will serve to manage agency clinical data, information, and records, and ensure that information can be integrated, managed, and securely shared within agency and in compliance with Department regulations, policies, and procedures.
- Provide geographical location of primary and secondary data storage sites; and
- The EMR must have a two (2) hour minimum downtime with consideration for electrical interferences and outages that are not the cause of Consultant.
- The EMR system must be capable of providing for a full back-up and recovery that has been fully tested in the case of any type of malfunction (hardware or software) or loss of internet connection.
- The EMR system must be in compliance with Medicare, Medicaid, and other insurance billing requirements and guidelines, as may be amended from time to time.
- The EMR system must provide migration tools for system upgrades and backup processes. The EMR system must also provide automated tools that will coordinate, execute, and monitor the distribution of all software release updates across the system.
- Ability to document using mobile device at point of care;
- Offline documentation capability;
- Ability to integrate clinical functions with intake, scheduling, and billing;
- Ability to integrate schedule with episodic certification for compliance;
- Contain built-in alerts for clinicians to complete all mandatory and missing documents;
- Ability to bill Medicare, Medicaid, and Worker’s Compensation, No-Fault, HMOs and other commercial insurance providers;
- Ability to integrate billing and accounts receivable functions with intake and scheduling;
- Ability to run clinical, financial, and census reports;
- Contain a user based dashboard and ability to communicate with other clinicians.
