List Manager System Replacement

The vendor required to provide list manager system replacement for functionalities:
•    Ability to send mass emails 
•    Functionality to operate as a true email list-serv, allowing designated subscribers to post messages to the group using a single list email address, with the system redistribution to all list members 
•    Ability to create and manage distribution lists with at least 1,000 members, with capacity to scale 
•    Ability for users to unsubscribe themselves 
•    Delivery and inbox monitoring 
•    Reporting capabilities 
•    Engagement history 
•    Compliance with security standards for personally identifiable information 
•    Potential ability to retain and use the existing list manager email address (preferred but not required).
