1. Item banks and content management
• Access to extensive, state standards-aligned item banks across all tested grade levels (k-12) and subject areas.
• Timeline for completion of alignment to any new state standards (if applicable).
• Ability to import district-created items and integrate third-party items, including Savvas and Cengage assessment items as allowed by vendor.
• Ability to import district-created items from a QTI file.
• Ability to export district-created items into a QTI file.
• Tools to tag items by standard, depth of knowledge (DOK), and custom categories representing discrete skills.
• Technology-enhanced item types (e.g., drag-and-drop, multi-part selected response, graphing, keypad-input and multiple select).
• Option to reserve items for district-exclusive use and control access settings for schools and teachers.
• Clear data ownership provisions ensuring all district-created items and assessment data remain the property of the district.
2. Assessment creation and administration
• Ability to create district common assessments, school-level customized assessments, and teacher designed classroom assessments.
• Assessment items for various rigor levels and aligned to state content standards.
• Ability to develop custom items and align them to state standards or skills (custom set-up and area selection).
• Printable versions of assessments for students requiring paper-based testing or if desired by the teacher.
• Scoring system capable of processing responses with scanning technologies.
• Tools to monitor DOK distribution and assessment blueprint alignment.
• Ability to align assessments to district blueprint and skills progression.
3. Student accessibility and support for subgroups
• Assessment tools that meet the needs of diverse learners, including english learners (EL), students with disabilities (sped), gifted and students receiving early intervention program (EIP) or remedial education program services (rep) services.
• Features should include embedded accommodations, text-to-speech, and translation supports where appropriate with flexible assignment options.
• Ability to import accommodations from student information system.
• Capability to integrate with additional software solutions that adapt to individual learner needs and provide targeted support for growth based on needs.
4. Reporting and data analytics
• Real-time teacher, school, and district-level reporting dashboards showing student performance, growth, and standards mastery.
• Item-level analysis, domain and strand level analysis, and longitudinal views of student progress.
• Ability to export data for use in the district’s data visualization systems.
• Custom report creation or filtering to view performance by student group, demographics, skill category, domain and strand or assessment window.
5. Integration and interoperability
• Single sign-on (SSO) through the district’s identity provider (clever) with smooth rostering experience.
• Ability for teachers to view and track full class comprehensive rosters despite state course coding for student service model (single roster vs. multiple rosters for the same class).
• Canvas LMS integration, including grade pass-back functionality and seamless assignment creation.
• API or secure data exchange to allow automated data pulls into district platforms.
6. Implementation, training and support
• Comprehensive implementation plan including onboarding, migration of district assessment content, current vendor content and configuration support prior to July 1, 2026.
• Early access to the platform and administrative tools for district personnel to allow adequate preparation, configuration, item review, and assessment setup prior to districtwide launch on July 1, 2026.
• Comprehensive professional learning plan including on-site and virtual training for district staff, school administrators, instructional coaches, and teachers in spring 2026.
• Ongoing professional learning resources such as webinars, tutorials, in-person support and tips.
• Dedicated technical support with guaranteed response times and escalation procedures.
• Partnership approach that includes periodic data reviews and platform optimization support.
• Process and timeline for district requests.
• Data analysis supports upon request for implementation analysis and district progress on district created assessments to include validity, reliability and error analysis.
