Emergency Planning Consulting Services

The Vendor is required to provide the consultant will complete a full continuity of operations plan (COOP) and crisis communications plan (CCP) update, from assessment through documentation and training, following national standards and best practices.
- Assessment and Gap Analysis
•    Review agency current coop, CCP, and related emergency plans.
•    Conduct a project kick-off meeting to confirm scope, objectives, and schedule.
•    Interview the management team, public information officer, and key subject matter experts to identify operational needs and plan deficiencies.
•    Conduct a business process analysis (BPA) to identify mission-essential functions (MEFS) and required supporting resources.
•    Review the crisis communications team (CCT) structure, notification procedures, approval workflows, and stakeholder lists.
•    Assess hazards and vulnerabilities using the city hazard mitigation plan and agency risk & resilience assessment.
•    Conduct a formal gap analysis comparing current plans to act and other accepted best practices.
•    Deliver a gap analysis report with prioritized recommendations for improvement.
- Crisis Communications Plan
•    Consolidate and update all agency communications policies, SOPs, and guides into a single CCP.
•    Define CCT roles, responsibilities, authority, and activation procedures.
•    Develop internal and external communications workflows aligned with the COOP.
•    Update or create pre-approved standby statements for various continuity scenarios.
•    Establish procedures for traditional and social media use during incidents.
•    Develop a Department Social Media Usage Policy.
- The Crisis Communications Team (CCP activation, message development, media protocol, social media policy, public inquiry management).
- Provide a recommended structure for electronic storage and secure dissemination (e.g., SharePoint, server directory structure).
