The vendor required to provide resource directory web development consultants to build and launch county, a centralized, digital-first, and mobile-friendly web application that will function as a comprehensive resource directory for health and social services. - Technical development and platform requirements • Platform development: build and launch the county web application, utilizing a secure and accessible platform, including completing due diligence to consider staff usability and project sustainability for optimal long-term performance. • Core features: implement a custom searchable directory, page templates, and accessibility features (like the language translation tool) outlined in county's existing comprehensive site plan. • Accessibility and design: o Implement a low-bandwidth, mobile-first design to overcome inconsistent broadband access and digital equity barriers. o Integrate google translate and adhere to ADA accessibility standards. o Ensure all content uses plain language. o Provide professional UI/UX design to ensure the platform is user-friendly and visually engaging. • Language access: o Provide professional, human-grade translation services for Spanish, our community's most requested non-English language. o This translation work shall apply to all foundational static content, high-traffic pages, and instructional text on the platform, including but not limited to: 1. The homepage and all main navigation menus. 2. All user instructional content 3. Key health promotion pages • Content integration: o Unify existing resource guides into a single, searchable tool. o Integrate evidence-based preventative health information from the NIH and other vetted sources to advance health literacy. o Develop search functionality and an explorer track with narrative-based, equity informed health promotion information. - Community engagement and co-design • Process: hold engagement sessions with Whidbey health, community-based organizations (CBOS), and community health workers (CHWS) for co-design. • Integration: workshop the directory concept with the community treatment network (CTN) to solicit feedback. • Review: ensure all health promotion information is reviewed for cultural humility, plain language, and best available inclusivity standards. • Deliverable and timeline: beta version of thrive resource directory ready to test by April 30, 2026. - Budget: $55,000.
