The vendor is required to provide onsite remote, video on-demand american sign language (ASL) services at the agency building or regional offices, and work in the field (at a lea, training location, business location of an audit or investigation.
- Onsite services
• Provide ASL interpreter, as needed, at the location during the normal state hours of Monday – Friday, 8:00 a.m. – 5:00 p.m. est.
• Exact reporting and department times will be determined upon request and are subject to change throughout the life of the contract.
• The support hours shall be increased or decreased based on the actual needs of the contract.
• Services shall be made via email or by phone.
• The successful bidder(s) shall acknowledge receipt of the request within one (1) hour.
• Agency anticipates requests being submitted not less than twenty-four (24) hours prior to the scheduled start time.
• The successful bidder shall make every reasonable effort to fulfill a request made less than Twenty-four (24) hours prior to the scheduled start time.
• Agency reserves the right to cancel assignments at its discretion throughout the life of the contract.
• For more than twenty-four (24) hour written notice prior to the assignment, no cancellation fee will apply.
• If less than twenty-four (24) hour written notice, the bidder shall be compensated with the minimum guaranteed payment.
• If a bidder confirms assignment but becomes unavailable, the bidder shall notify agency and provide a backup interpreter.
• If the bidder does not report to an onsite or remote assignment on time, agency may deduct an amount corresponding to the time missed
• Paid for the actual time services are rendered
• The employee at least thirty (30) minutes prior to any scheduled assignment of any potential tardiness.
• Scheduled assignment if the bidder fails to appear as scheduled with no charge to agency unless the bidder obtains prior approval from the contract manager for the delay.
- Remote services
• Shall use their own equipment including but not limited to a laptop, computer with webcam, etc.
• Shall use a teleconferencing software platform that provides closed captioning (cc) services to perform ASL utilizing video and remote services.
• Agency currently uses the software platform google meet.
• Must log on at least fifteen (15) minutes prior (not billable) to the start time of the assignment to ensure all equipment is set up and working properly prior to the start of the assignment.
• The registry of interpreters for the deaf (rid) code of professional conduct, and RID’s code of ethics, as amended from time to time.
• The most important tenet of the code of professional conduct is the adherence to the standards of confidential communication.
- Video on demand
• Video on demand (VOD) connects users to an available interpreter immediately does not require an appointment.
• Shall be available 24/7 and utilized for urgent matters where an ASL appointment is not feasible.
• Include instructions and application that users may easily access via smartphone, tablet and laptop upon identifying themselves
• Paid for actual time services were rendered
