The Vendor is required to provide s for American Sign Language (ASL) interpreting services for On-Site and Video Remote (ASL- VRI) for Units.
- The Interpreter must have the ability to accurately convey information in English and the language modality for which they are offering interpretation services. Interpreting in this area may include but not limited to the following situations: civil or criminal court cases, complex economic services interviews, child neglect, physical and sexual abuse, or exploitation or abuse of the elderly.
- ASL On-Site Interpreters
• Provide interpreters on-site when required.
• The requirement for on-site interpreters will be scheduled in advance, and the contractor will provide services at an agreed upon time by the contractor and Units or at a later date and time.
• An interpreter shall be physically present at the location specified by Units, including locations with security or other special requirements, and shall abide by all such security or special requirements. Interpreters shall conduct themselves professionally at all times while performing contract services. Professional or business attire must be worn by interpreters while on-site.
• To limit distractions while providing interpreting services, cell phones and other electronics shall be turned off unless they are necessary in performing the service.
• The interpreter will remain neutral in the conversation unless prompted by the customer with additional instructions.
• The interpreter will use the utmost courtesy when conversing with the customer and/or the client and respect cultural differences of the client.
• The interpreter will refrain from entering into a disagreement with the customer and/or the client.
• The interpreter will accurately interpret the client’s statements and relay the message in its entirety with the meaning preserved throughout the conversation. Information will not be summarized, condensed or omit any information, which may erroneously change the meaning of the information conveyed.
• All services will remain confidential and will not be shared with any individuals unrelated to the service.
• The interpreters and messages interpreted and its effect on the recipient will provide accurate (reflect the meaning correctly), effective (provide the intended effect on the reader), and impartial (unbiased) services.
- On Demand ASL Video Remote Interpreters (ASL VRI)
• Offeror must provide on demand inbound (vendor to Units) and outbound (Units to vendor) service for ASL-VRI on commercial and proprietary platforms for ASL-VRI.
• For on demand inbound access the request will be made through the contractor’s website, email, or telephone. An ASL interpreter will then join the Units chosen platform and provide ASL service. For billing purposes, the time required to set-up the video conference call prior to the interpreter joining the video call, will not be chargeable time.
• The contractor may not terminate the conference call at any time before all parties to the call have dropped off.
• Contractor must provide VRI services using videoconferencing technology and equipment through safe and secure platforms and a high-speed internet connection with sufficient bandwidth. Interpreters must ensure they can fulfill the request with adequate internet speed to allow uninterrupted communication between Units, providers, and clients. The interpreter’s chosen environment must be adequate for video communications and must be free of background noise and visual distractions.
• For outbound (Units to vendor) on demand VRI offeror must have a safe and secure proprietary web based or an app platform that allows Units to log in and access an interpreter within 3 minutes.
• Any disconnection, reconnection, or interruption caused by the interpreter’s equipment and internet connectivity cannot be billed unless connection is resumed promptly, and the meeting continued
- Scheduled ASL Video Remote Interpreters
• Interpreting services must be performed within the country. Generally, services are expected from the interpreter’s home, office or place of business local to state or neighboring states.
• Offeror must provide inbound (vendor to Units) service for ASL-VRI on commercial and/or Units chosen platforms for ASL-VRI.
• Scheduled appointments will be made through the contractor’s website, email, or telephone. For billing purposes, the time required to set-up the video conference call prior to the interpreter joining the video call, will not be chargeable time.
• The contractor may not terminate the conference call at any time before all parties to the call have dropped off and must adhere to interpreter’s professional code of conduct.
• Contractor must provide VRI services using videoconferencing technology and equipment and a high-speed internet connection with sufficient bandwidth. Interpreters must ensure they can fulfill the request with adequate internet speed to allow uninterrupted communication between Units, providers, and clients. The interpreter’s chosen environment must be adequate for video communications and must be free of background noise and visual distractions.
