The vendor is required to provide sign language and interpretation services for include:
- On-demand american sign language (ASL), sign language (SL) and Mexican sign language (MSL) interpreting services via video remote interpreting (VRI):
• ASL, SL and MSL interpreters shall be available on-demand via VRI Monday through Sunday from 7:00 a.m. through 10:00 p.m. and accessed in less than 30 seconds.
• Provide ASL, SL and MSL and language video interpretation services across a range of technological platforms for content delivery, including but not limited to zoom, microsoft teams, cell phone applications such as facetime, and windows laptop applications.
• Provide sign language in both ASL and MSL and other countries’ sign languages.
• If a disconnection occurs, the contractor must reconnect to same interpreter within 60 seconds.
• If reconnection to the same interpreter is not possible within 60 seconds, the contractor must immediately provide an alternative interpreter and document the reason for the failure in the invoice provided for the service.
• Provide VRI over both voice and video using internet capable devices, including but not limited to smart phones (iOS, android, windows), tablets (iPad, windows surface pros, android tablets, and chrome OS tablets), and laptops, desktop computers running windows and iOS.
• Be able to support call, connection traffic, or workload ASL, SL and MSL requests at any one time.
• Three-way call service: the contractor must be able to connect VRI to another party using a telephone call connection at no extra charge.
• VRI account will be specific to department staff using a unique username, password, or id code whichever is preferable.
• The VRI services include, but are not limited to:
o ASL, SL, MSL and deaf interpretation: ASL, SL and MSL, deaf interpreters must be available on-demand via VRI, and scheduled VRI.
o Other sign language and deaf interpretation should be available upon request by deaf and hard of hearing customers.
• Charges ASL, SL, MSL and deaf interpreter “per minute” on-demand.
• ASL, SL, MSL and deaf interpreter "per minute" on scheduled interpretation via microsoft teams, zoom, department approved platform only, and in-person interpretation.
• The department will generate the meeting invite either via microsoft teams or zoom and vendor’s ASL interpreter will join the meeting link provided by the department.
• Provide ASL interpreter’s complete name and email address for zoom meetings, webinars, trainings, etc.
• Charge a minimum per minute or per hour use on VRI on-demand and scheduled VRI.
• The total minutes used for both on-demand and scheduled VRI.
• Provide ASL, SL, MSL and deaf interpreters with volume of workload requests.
- Scheduled remote ASL, SL and MSL interpretation:
• Provide VRI ASL, SL and MSL deaf interpreter scheduled in advance of department internal and external meetings, webinars, trainings, that may and can be recorded, via microsoft teams or any other department approved platform, with a deaf and hard of hearing (DHH) participant, customer, member, or employee requiring such interpretation.
• Provide an ASL, SL, deaf interpreter for a scheduled interpretation within three (3) – five (5) business days of the initial request.
- On-site, in-person, face to face ASL, SL and MSL:
• Provide in person services Monday through Friday 8:00am to 5:00pm, and in rare instances weekends and holidays.
• The in-person request is required on a weekend or holiday, no extra charge shall be applied.
• There will be some occasional night schedule in-person ASL requests on weekdays, weekends, and holidays between the hours 5:00 p.m. through 10:00 p.m., in which case night differential pay shall apply.
• Provide ASL, other SL and MSL, deaf interpretation in-person, face to face for a deaf and hard of hearing customer, member, or employee requiring ASL, SL, MSL and deaf interpretation.
• Provide in-person ASL, SL, deaf interpreters in all of department public offices, disclosed and undisclosed.
