English and Other Languages Services

The Vendor is required to provide for the purchase of lot 1: Remote communication access real-time translation (CART) and lot 2. Remote other language service.
- Event Scheduling and Preparation
•    Provide captioning services for both semester-long classes and one-time events. Events may be scheduled with multiple weeks’ notice or require same-day service.
•    The university provides preparation materials more than 24 hours before the event start time, the assigned captioner must review and utilize these materials in accordance with industry standards.
•    Preparation materials will be provided directly to the captioner assigned and must be deleted by the captioner within 24 hours after the event concludes.
- Communication and technical support
•    Designate a contact point person (e.g., email, voicemail) available outside regular business hours to facilitate scheduling.
•    Provide a technical support contact available during regular business hours (8:00 am–4:30 pm central time) and during any time captioning services are being provided.
•    Provide a list of available contact methods (e.g., phone, text, email).
- Data and transcript handling
•    Ensure that transcripts are deleted immediately following the provision of service.
•    Preparation materials must be deleted within 24 hours of event completion.
•    Transcripts must not be emailed after the event concludes.
- Captioner equipment requirements
•    Computer running windows 11 with a minimum i5 or Ryzen 5 processor capable of 3 GHz or higher.
•    Minimum of 8 GB ram.
•    Hard-wired internet connection.
•    Stenographic machine and appropriate stenographic and computer-aided transcription software.
•    Broadband internet with minimum download speed of 35 mbps.
•    Dedicated, confidential workspace.
•    Perform regular system updates for windows and zoom.
•    Use of provided preparation materials to enhance captioning accuracy.
- Captioning Platforms and Applications
•    Provide a list of all web-based caption display platforms/applications they currently use and are capable of using for remote captioning (e.g., streamtext, 1capapp, eclipse bridge mobile, adobe connect add-in, zoom, Microsoft teams, WebEx, YouTube live, etc.).
•    Specify their preferred captioning platform.
•    Update the list of platforms and preferred platform annually before July 1st.
