The vendor is required to provide on-demand or demand-response transport services for residents in rural areas traveling to-from tri-met service area traveling to or from destinations within the rural area, or connecting to transit options within the TriMet service area for work and other activities.

- Rides must begin or end within county; customers may also request trips to or from adjacent portions of states river counties, provided that either the origin or destination is within rural
- Contractor will have the ability to provide service to riders with mobility or special needs (e.g., elderly, disabled, cannot transfer to TriMet, etc.);
- Staff interactions with passengers should remain professional. staff must be sensitive to the needs of people using the contracted services including people with disabilities, people of all sexual orientations, cultural and racial minorities, older persons, children, and persons with major illnesses or who are medically fragile;
- Contractor will have interpretation services available for serving the needs of non-English speaking customers;
- Contractor will track all requests for service and provide details of requests that cannot be accommodated with each monthly billing;
- Contractor will provide a summary of rides that require accommodation for mobility or special needs;
- Contractor must inform county as soon as contractor is aware of service interruptions (i.e., driver absence or severe weather); incidents involving clients on the bus, or other adverse events shall be reported to county within 24 hours; and
- contractor shall actively participate in regular coordination meetings with the county to monitor service volumes, costs and any other concerns about providing this service; meetings will be scheduled at least quarterly but not more than once monthly.
