The Vendor is required to provide to conduct a comprehensive study and survey of the supervisory control and data acquisition (SCADA) telemetry system, assessing its current condition, identifying deficiencies, and providing recommendations for improvements.
- Aims to assess the current telemetry system’s condition, identify deficiencies, and provide actionable recommendations to enhance communication reliability, data acquisition, and operational efficiency.
- The SCADA system monitors and controls critical assets, including wells (e.g., well 6, well 7a), pump stations, tanks, and treatment facilities, relying on telemetry data from sensors and equipment.
- System inventory and data collection:
• Telemetry inventory: document all telemetry components, including radio transceivers, antennas, repeaters, remote terminal units (RTUS), programmable logic controllers (PLCS), and network interfaces at SCADA sites (e.g., wells, pump stations, treatment plants).
• Data collection: gather operational data, such as communication protocols (e.g., Modbus, dnp3), frequency bands (e.g., licensed uhf/vhf, unlicensed 900 MHz), and signal strength, latency, and error logs.
• Field surveys: conduct site visits to inspect telemetry equipment, assess environmental factors (e.g., terrain, obstructions), and verify connectivity across all monitored locations listed in SCADA sites.
- Condition assessment
• Equipment evaluation: assess the physical condition, age, and compatibility of telemetry hardware, identifying issues like equipment obsolescence, corrosion, or signal degradation.
• Communication performance: evaluate telemetry reliability, coverage gaps, data loss rates, and latency issues affecting SCADA performance.
• Cybersecurity compliance: review security measures (e.g., encryption, authentication) to ensure compliance with modern standards (e.g., institute, cybersecurity guidelines).
• Regulatory compliance: verify compliance with federal communications commission (FCC) regulations for radio telemetry and department standards for SCADA operations.
- Deficiency identifications
• Risk assessment: prioritize issues based on impact to SCADA operations, data integrity, and system reliability.
• Technology gaps: assess the adequacy of current telemetry technologies and protocols, identifying gaps that could be addressed with modern solutions (e.g., advanced radio systems, cellular, or satellite).
