- Vendor shall have proven expertise in the field of forensic video analysis and the ability to serve as an expert witness.
- The primary objective is to obtain forensic video analysis that is:
• Technically accurate
• Legally admissible
• Clear, concise and supported by documentation and/or expert testimony, where required.
- Services include:
• Secure acquisition and preservation of original video evidence
• Verification of video format integrity and chain of custody documentation
• Clarification and enhancement of video content (e.g. Improving quality, reducing noise, sharpening frames)
• Temporal and spatial analysis (e.g. Frame rate determination, motion analysis, time stamp verification)
• Comparison of subjects, objects across video frames or other visual evidence.
• Generation of detailed forensic report outlining methodologies, tools used, findings and conclusions.
• Provide expert opinions for investigations, legal consultations or judicial proceedings
• Attend and testify in court or other legal forums as a qualified forensic video analysis expert
• Comply with all relevant standard – Scientific Working Group on Digital Evidence (SWGDE)
• Maintain confidentiality and data security protocols in accordance with legal and regulatory guidelines.
• Software tools must be forensically sound and produce verifiable results
