Advisory Services

The vendor is required to provide advisory services to inform policy work at agency regarding country relations.
- Advice and support to agency senior management including the following:
•    Intelligence on us industrial policy shifts, including protectionist measures, and their implications for country manufacturing sectors, including:
o    Presidential actions on trade, tariffs, and efforts by the administration to reform the multilateral trading system or the defense industrial base; 
o    Buy american provisions, trade orientation, shifts in american decarbonization and energy policy, and changes to north american supply chains; 
o    Analysis of the implications of those developments upon country economic prospects, industrial trends, export opportunities and investment attraction; 
o    Consideration given to related american policy changes regarding defense, fiscal priorities, fiscal and monetary policy, competition, investment screening, export controls, sanctions, consumer protection, technology and innovation, immigration, deregulation, and foreign policy.
•    Advanced insights into emerging issues that could create trade barriers and supply chain vulnerabilities for country manufacturing sectors;
•    Intelligence on potential offensive and defensive interests for the us administration, congress, and us industry for the agreement review; and
•    Informing the development of a refreshed industrial strategy for country manufacturing sectors by providing advice on how country could counter and leverage us industrial policy actions.
- Tasks
•    Engage regularly with agency senior management on key issues (virtually or in-person) as required throughout the project; 
•    Actively monitor developments, and collect and share information on key files on an ongoing basis; 
•    Analyze issues and developments relevant to prepare a range of deliverables to communicate findings, including email updates, reports or presentation, and a final assessment; and 
•    Be available for occasional ad-hoc consultations on current dynamics in country economic relations.
