The vendor is required to provide technical advisor to provide a full range transportation planning and engineering advisory services to support the following types of assignments:
• Road corridor improvement strategies, concept plans, and detailed designs
• Intersection optimization plans and capacity enhancement studies
• Intelligent transportation systems (its) strategy, roadmaps, and implementation plans
• Congestion management and mobility improvement plans
• Multimodal transportation planning studies (transit, at, goods movement)
• Jurisdictional scans and feasibility assessments
• Traffic modelling, forecasting, and operational analysis
• Strategic corridor and network-level planning studies
• Environmental assessment documentation and regulatory submissions
• Cost-benefit, risk, and feasibility analyses for major capital investments
• Technical review briefs and quality assurance of consultant or contractor deliverables
• Stakeholder and public engagement materials
• Procurement strategies, contract management and delivery framework models
• Emerging mobility solution evaluations and performance monitoring reports
• Ongoing technical advisory tasks as required by link nova scotia’s evolving mandate.
- General advisory and support services
• Strategic planning and policy advice – providing input on transportation system priorities, policy frameworks, and integration with land use, environmental, and economic objectives.
• General technical advisory – acting as a trusted advisor to link nova scotia by providing professional judgment, independent review, and expert guidance.
• Project management support – assisting with the oversight of assignments, including work planning, scheduling, resourcing, and risk management.
• Technical research and analysis – undertaking best practice reviews, jurisdictional scans, literature reviews, and comparative studies to inform decisions.
• Transportation planning and feasibility studies – carrying out corridor, network, and system-level assessments; evaluating project viability; and preparing technical assessments such as needs analyses, lifecycle costing, constructability reviews, value engineering, and risk evaluations.
• Environmental and regulatory support – preparing documentation and advising on applicable legislation, assessment processes, permitting pathways, and compliance strategies to enable timely project advancement.
• Procurement and contracting support – providing input on procurement strategies, preparing or reviewing tender documents, supporting evaluations, and assisting with contract administration.
• Stakeholder and public engagement – supporting or leading engagement processes, including strategy development, workshop facilitation, consultation events, and preparation of communication materials.
• Funding application support – assisting with the preparation of funding submissions, business cases, and supporting documentation to secure government or external funding.
• Liaison and coordination – facilitating communication and coordination with regulatory agencies, municipal partners, indigenous communities, utility providers, and other external stakeholders.
- Engineering and design services
• Pre-design and concept development – preparing design briefs, technical memoranda, and high-level concept drawings to illustrate project options and design approaches.
• Development and assessment of alternatives – preparing and comparing design alternatives to evaluate trade-offs in terms of cost, performance, constructability, and impacts.
• Evaluation and peer review – providing independent technical review of designs, drawings, specifications, and methodologies prepared by others.
• Preliminary and detailed design – developing design drawings, technical specifications, and engineering analyses to advance projects toward implementation.
• Construction-ready documentation – preparing contract documents, tender packages, and other technical material required to enable procurement of construction services.
• Cost estimation – preparing capital and operating cost estimates at various stages of project development to inform decision-making, business cases, and delivery planning.
