The Vendor is required to provide related to state governmental relations services.
- Project management activities will include:
• Preparing weekly progress updates for coordination
• Hosting internal coordination meetings with staff
• Providing status reports and invoice packages on a monthly basis
- Ongoing Support
• Consultant will develop and implement a strategy for the support, opposition or amendment of pending legislation that may affect county and its work with local government partners.
• Prior to each legislative or special session, the consultant will meet with county staff to identify key issues of interest.
• Consultant will develop and implement a strategy for the support, opposition, or amendment of pending legislation that may affect county.
• Prior to each legislative or special session, consultant will provide relevant information to the board and county staff to inform them of the priorities of leadership in the house, the senate, and the governor’s office in order to identify potential areas of opportunity or related to county mission and develop an advocacy strategy. This may entail a presentation and/or written report as requested.
- Meetings and Legislative Support:
• Consultant will attend in person relevant local meetings related to county mission upon request by the executive director. Examples include legislative delegation meetings in county or at the regional level, board of county commissioner meetings, regional meetings of county bay area elected officials, and municipal government meetings.
• Consultant will provide timely information to the legislature, governor, and other state agencies as necessary on behalf of county during the annual regular legislative session, special session(s), interim committee meetings, and county legislative delegation meetings as requested.
• Consultant will work with county staff to review filed, active, and pending legislation and amendments affecting the agency’s mission, providing analysis and sufficient information to allow county the opportunity to respond and develop responses, as needed.
• Consultant will actively educate and inform the county legislative delegation to ensure a thorough understanding of how legislative decisions affect county.
• If needed, consultant will assist county staff in drafting amendments to filed legislation, identifying sponsors and supporters in both chambers, scheduling meetings, testifying as necessary, and educating legislators on issues relevant to county.
• Consultant will work with all relevant state agencies on county behalf in support of board actions.
• Consultant will act as the liaison with the county bay area legislative delegations and assist with delegation communications in any mater on county behalf.
• Consultant will notify county of relevant activities in the revenue estimating conference, and how it may affect the state budget and county priorities.
• Consultant will facilitate meetings and discussions with the county legislative delegation, house and senate members, legislative staff, the governor and cabinet, executive staff, and state agencies as necessary throughout the year.
• Consultant will work closely with the county legislative delegation, as well as house and senate leadership, to educate and inform them on issues of significance to county throughout the year.
• Consultant will monitor agency rulemaking and advice of any relevant proceedings or changes.
• Consultant will coordinate efforts throughout the year with relevant partners and associations,
• Including but not limited to county government, the county school board, county municipalities, and special districts when their priorities align with those of county.
• Consultant will provide ancillary services, including the periodic electronic forwarding of relevant newspaper articles, analyses, and important governmental announcements.
• Consultant will provide written and oral updates throughout the year to county staff and the board, including an annual legislative overview/presentation to the county board.
