Municipal Advisor Services

The vendor required to provide municipal advisory services related to debt financing on an as-needed basis for the town.
•    To coordinate and participate in all aspects of the debt issuance process, which may typically include any or all of the following:
o    Creating and maintaining a debt issuance schedule 
o    Analyzing financing alternatives and creating cash flow projections
o    Making recommendations regarding debt timing, structure, pricing, and conditions 
o    Performing or verifying calculations relating to bond sizing, yield and savings e. providing advice on sales options for debt, including private bank placements, negotiated sales, and competitive sales 
o    Coordinating and creating the financing team for each debt issuance 
o    Document preparation or review
o    Reviewing all aspects of negotiated pricings, or monitoring performance of underwriting teams 
o    Execution and delivery of bonds 
o    Post-issuance analysis 
o    Other tasks necessary to complete the borrowing process
•    Prepare financial management plans to create a strategy to fund long-term capital priorities. 
•    Assist the town in preparing for meetings with rating agencies, credit enhancement providers, and other related parties. 
•    Advise the town on matters concerning disclosure requirements and IRS and sec compliance for debt issued by local governments. 
•    Advise the town on ballot issues for debt. 
•    Provide advice to the town regarding its debt policy and any debt planning initiatives. 
•    Advise the town of current bond market conditions, forthcoming bond issues and other general information and economic data as needed.
•    Assist in the analysis and negotiation of economic development opportunities.
•    Provide a variety of other municipal advisory services not specifically noted above on an as-needed basis. 
•    Attend meetings with the town and others, as necessary, to perform the above tasks.
