• Draft and implement procurement policies aligned with state law, COMAR, and best practices.

• Create procurement artifacts (manuals, forms, templates) for immediate usability.

• Assist in positioning PeopleSoft as the central procurement platform and support stakeholder engagement through targeted communication and training initiatives.
