RFP Description

The vendor is required to provide from prospective bidders to expand the existing surveillance system at the bel air district court building.
- The bidder shall provide all labor equipment, materials and supervision to add four (4) additional cameras, relocate one (1) camera, replace one (1) monitor, add (1) one keyboard and one (1) mouse, and reconfigure network video recorder (NVR) to allow additional camera views on the existing surveillance system.
- Provide all labor equipment, materials and supervision to replace four (4) existing exterior PTZ cameras with four (4) 360-degree panoramic cameras, and one (1) thirty-two (32) channel NVR.
- The existing surveillance system consists of twelve (12) Hikvision cameras, one (1) 16 channel Hikvision NVR, (1) keyboard, (1) mouse set and (2) monitors.
- Provide all labor, equipment, materials, and supervision to expand the existing surveillance system as follows:
a. General
(1) At a minimum, the installation shall comply with the following standards (as applicable):
• building industry consulting service international (BICSI).
• Each cable shall pass BICSI standard tests.
• Test results shall be provided to the contract manager and/or district court engineering & central services project manager (as applicable).
• National electric code (NEC).
• Osha standards and regulations.
• Local code and standards.
(2) Provide a minimum of two (2) hours of training and adjustments for personnel prior to project completion.
(3) Provide an operation manual for all security equipment.
• The manual may be digital.
b. Installation
• Furnish and install four (4) interior, non-proprietary, digital IP cameras to enhance building coverage.
• Move one (1) existing camera located inside of the 2nd floor clerks/cashiers office to the 2nd floor hallway outside of the clerks and cashier’s office.
• Replace existing wall mounted monitor with larger 42” wall mounted monitor to expand camera views.
• Configure the system to allow additional camera views to be seen from the new monitor.
• Install and program keyboard and mouse to control camera system from the security counter.
c. Installation locations
(1) Bidder shall refer to – floor plans for locations.
(2) Cameras
• New camera - garage stairwell entrance – garage floor (a)
• New camera - security counter – 1st floor (b).
• New camera – corridors outside of courtrooms 1 & 2 – 1st floor (c).
• New camera – elevator corridor – 4th floor (d).
• Move camera – from clerk’s office on 2nd floor to elevator corridor on 2nd floor (e)
(3) Monitor
• Replace monitor – security counter, 1st floor.
(4) Keyboard & mouse
• New keyboard & mouse – security counter, 1st floor.
(5) Network video recorder (NVR)
• DGS office, 2nd floor. d. Camera requirements
• Vandal resistant to withstand impacts.
• Video and a minimum of thirty (30) frames per second.
• Minimum resolution of four (4) megapixels.
• Operate via power over ethernet (POE).
• Use plenum-rated cat 6 cabling.
• All cameras must be from the same manufacturer and require no licensing or annual fees post-installation.
• Manufactured by Hikvision; no other models will be accepted for this project.
e. Monitor requirements
• Minimum of 1920x1080 full high definition (HD) resolution.
• Screen size shall be 42”.
- Provide all labor, equipment, materials, and supervision to expand the existing surveillance system as follows:

• Program and configure existing surveillance devices to the new NVR.

• Replace camera – exterior south side (f).
• Replace camera – exterior east side (g).
• Replace camera – exterior north side (h).
• Replace camera – exterior west side (i)
iii Network video recorder (NVR)
• Replace NVR – DGS office, 2nd floor
(4) Camera requirements
• Vandal resistant to withstand impacts
• Support 16:9 video and a minimum of thirty (30) frames per second.
• Minimum resolution of eight (8) megapixels.
• Operate via power over ethernet (POE).
• Plenum-rated cat 6 cabling.
• All cameras must be from the same manufacturer and require no licensing or annual fees post-installation.
• Manufactured by Hikvision; no other models will be accepted for this project.
(5) NVR requirements
• Support thirty-two (32) channels.
• Support resolution and all functions of new 360 degrees panoramic cameras.
• The choice of settings for thirty (30) days of continues recording on all cameras and to record on motion.
a. It may be set to record on monition at certain times during the day and continuous recording all other times.
• Capability to automatically overwrite its oldest content to store new recordings.
• Video recording compression at h.265 compression.
• Minimum of 4k resolution.
• Operate via power over ethernet (POE).
• Use plenum-rated cat 6 cabling.
• Manufactured by Hikvision; no other models will be accepted for this project.
