RFP Description

The vendor is required to provide consulting services for include:
1. Project initiation
• Kick-off meeting to introduce the successful proponent and the town technical committee
• Discuss and confirm detailed work plan to ensure an effective and transparent process, identify key deliverables to be completed within an agreed-upon timeframe
• Determine a preferred methodology for community & stakeholder engagement, including a dedicated website, community information meetings, etc.
• Finalize the work plan and community & stakeholder engagement strategy based on discussion with the technical review committee & present to council
2. Data collection and background review
• Review of current provincial policy documents and legislation as it relates to agricultural-related uses, additional residential units, prime agricultural lands, etc.
• Review the county of wellington official plan
• Review town of official plan, urban design guidelines, zoning by-law 07-67
• review site-specific zoning amendments and minor variances approved within the last 5 years;
• Engage town planning, building, and engineering staff to assist in identifying key issues, items to bead-dressed, and housekeeping matters
• Conduct a best practice review of other similar-sized municipalities that have undertaken a similar process to determine opportunities for streamlining, preferred approaches, etc.
• Provision of discussion paper outlining findings, options, recommended directions, etc., to technical review committee; present to council and initiate public consultation process
3. Public consultation
• Use of innovative and effective approaches to communicating with the public and stakeholders; including but not limited to:
o Community information meeting
o Town of online engagement platforms
4. report and draft by-law
• Prepare a draft zoning by-law amendment that addresses comments and issues received or identified; and will be user-friendly, including but not limited to:
o Clear and simple terminology
o Use of illustrations to assist with the explanation of terms and definitions
o Use of tables for easy reference
o Simplified methodology for site-specific exceptions
• Consult with the chief building official, or their designate, to ensure proposed modifications comply with code 
• Prepare a summary report that outlines key findings, comments received, rationale for items addressed or not, and outlines the draft by-law
• Present summary report and draft by-law to council and public at a statutory public meeting final recommendation report and by-law
• Upon completion of phase 4, identify areas to be revised, updated based on comments received and finalize the draft ZBL amendment
• Identify mapping items to be revised for update by the county
• Review recommendation report summarizing findings, modifications and rationale.
