The Vendor is required to provide for on-call cultural resources consulting services on an as-needed basis.
- The consultant includes the following: each work assignment (WA) will be negotiated between city light and the consultant at the time the services are required by city Light using the WA Form. Each WA may require services in any one or a combination of the listed disciplines.
- Services include:
• Project management/administration: coordinate with city light environmental, project management, and engineering staff to develop an appropriate level of effort for was, which may include desktop reviews, cultural resource inventories/evaluations, and archaeological monitoring.
• Historical research & review: carry out archival (historic and/or recent past) research on project and study areas.
• Ethnographic research: conduct ethnographic research of study areas, in collaboration with affected tribes or first nations.
• agency and tribal coordination: provide notifications and coordinate with tribes or first nations, the governments of affected tribes or first nations, and/or state and federal agencies regarding cultural resource issues.
• unanticipated discovery response: respond to and evaluate unanticipated/inadvertent discoveries of possible cultural resources found during city light activities and assist in determining appropriate measures through consultation with the department and tribes or first nations.
• Archaeological surveys: design and perform archaeological surveys for pre-contact and historic-period archaeological sites for specific city light activities.
• Technical reports: analyze survey results and prepare cultural resource/archaeological monitoring Reports and archaeological site/isolate inventory forms in compliance with tribal, federal, or/and state regulations.
• Complete determinations of eligibility for the national register of historic places (NRHP) for any cultural resources (archaeological or historic).
• Develop relevant plans & agreements including: inadvertent discovery plan, archaeological monitoring plan, and/or memorandum of agreement (moa) for specific projects should one be required.
• Conduct condition assessments of cultural resources (archaeological and historic built environment) and evaluate possible threats to integrity.
• Conduct architectural inventory (reconnaissance and intensive) and complete historic property inventory (HPI) forms and reports as required by the department.
• Assist with historically significant building, structure, and object management issues.
• Upload reports, archaeological site records, historic property inventory forms, and associated project shapefiles onto department information system for architectural and archaeological records data.
• Communicate department acceptance of reports to city light, and if necessary, work with department and city light to resolve any deficiencies.
• Submit quarterly invoices and progress reports with complete backup according to city light requirements and procedures.
