RFP Description

The Vendor is required to provide ambulance services firms to provide 911 ambulance services to county.
- A comprehensive systems approach to the overall EMS system of which ambulance services comprise one important part.
- Calls for the county to maintain EMS coordination, oversight, and accountability, while allowing the contractor(s)’s expertise and entrepreneurial talent to collaborate with the county to manage its day-to-day operations.
- This model is intended to promote high-quality clinical care, efficiency, economy, reliability, and operational and financial stability.
- Provide a minimum of 600-750 transport unit hours per day (24-hour period) in the system (not including any county ambulances, optional supplemental service hours purchased or any subsidized hours purchased).
- Provide more ambulances during the peak volume times during the daytime hours and less ambulances in the evening hours during lower call volume times.
- Daily Transport Unit Hour options:
• 600 Daily Transport Unit Hours
• 650 Daily Transport Unit Hours
• 700 Daily Transport Unit Hours
• 750 Daily Transport Unit Hours
- EMS Chief/manager who will have oversight for the entire program.
- A minimum of (3) field supervisors who will manage the day-to-day field operations, for full coverage at all times, 24/7.
• Contractor(s) must attempt to maintain an effective span of control.
- A minimum of (1) supervisor assigned to the e911 center, for full coverage at all times, 24/7, to manage the contractor’s resources in coordination with e911 center personnel.
- Operations director to oversee and be responsible for the overall functioning of emergency ambulance service.
- Finance manager to oversee the financial performance of the ambulance operations.
- Health, safety, risk management specialist to be responsible for the development and maintenance of a comprehensive health, safety, and risk management program(s).
- Medical director to oversee the contractor(s)’s clinical performance and be responsible for facilitating the procurement and oversight of pharmaceuticals used in delivering service including controlled substances.
- The County desires that the contractor(s) adhere to clinical quality standards as promoted by the national association of emergency medical physicians.
- Contract Period/Term: 5 years
- Mandatory County Meeting Date: April 23, 2025, April 30, 2025, May 7, 2025, or May 14, 2025
- Mandatory Pre-Proposal Conference Date: May 5, 2025
