The vendor is required to provide to retain an independent consulting firm or organization to assist the city in identifying and implementing an enterprise resource planning (ERP) solution to provide a core financial system.
- The ERP system to be identified and implemented may include software and hardware, licensing, training and on-going maintenance and support.
- ERP software implementation and project management experience for local government with expertise in the areas of data conversion, interface management, functional and integration testing, documentation and technology infrastructure.
• The current ERP system is considered a legacy software which is at end of life and will no longer be supported after 12/31/26.
• The industry trend is to provide access to customers with web and app-based delivery models that are not available with the current ERP system.
• Management requires better access to data, information and reporting that is currently unavailable, significantly restricted, or requires custom programming to obtain.
• Current system does not have an integrated human resources or timekeeping modules.
• As a result of current limitations to functionality and access to data, city personnel have developed work-around processes that frequently are difficult to support.
• The city has multiple third-party software programs and integrations with the current system are limited or unavailable.
• Perform a review of application use and “needs assessment” and develop a plan of action for addressing the issues identified.
• This would include any software that is redundant in use
• Examine current business practices and create process maps
• Recommend improving future business practices and processes
• Document processes that are statutory requirements versus those that are due to functional abilities and limitations
• Conduct the analysis for, and the development of, a proposal to procure an ERP solution for the city
• Assist in the evaluation of ERP proposals
• Advise the city throughout the procurement process for the ERP solution up through execution of a contract
• Help present award of ERP to council and provide project management for implementation of selected system.
- Assessment: the consultant, in collaboration with the city’s function experts, will identify deficiencies within the current systems that can be enhanced with a new ERP software solution, and propose opportunities for improved system design and efficiency.
- Development: using the information collected during the assessment phase, the consultant will, in coordination with staff, plan a formal proposal process and develop a services and a request for proposal that will result in the selection of an ERP solution capable of performing all functions.
