The Vendor is required to provide housing and housing services to people who could not otherwise afford or access adequate, safe, and secure shelter, while recognizing the marketplace as the primary housing provider in the province.
- Services include:
• An audit opinion on the consolidated financial statements for agency, addressed to the members of the legislative assembly, province;
• An audit finding report on the financial statements audit, addressed to the board of directors of agency, that includes comments on any significant deficiencies in internal control or accounting practices identified during the audit;
• An audit opinion on agency compliance with terms of and conditions of  the social housing agreement and the bilateral agreement under the 2017 national housing strategy, addressed to the province housing corporation and country mortgage and housing corporation;
• An audit opinion on the annual statements of funding and expenditures for the social housing agreement and the bilateral agreement under the 2017 national housing strategy, addressed to the province housing corporation and country mortgage and housing corporation;
• An audit opinion on agency compliance with the provisions 
housing corporation act, the executive government administration act, the financial administration act, 1993 and the crown corporations act, 1993, addressed to the provincial auditor of province;
• An audit opinion on agency operating effectiveness of internal controls related to safeguard public resources, preparing financial statements and following laws, addressed to the provincial auditor of province.
