The vendor is required to provide from qualified certified public accountants to conduct the annual independent audit of the city’s financial statements for fiscal years ending June 30, 2026, 2027 and 2028, with an option to renew for fiscal years ending June 30, 2029 and 2030, at the sole discretion of the city.
- The city desires the external auditor to express an opinion on the fair presentation of its basic financial statements and schedule of expenditures from federal awards in conformity with generally accepted accounting principles, the provisions of the federal single audit act amendments of country code of federal regulations (cfr) part 200, uniform administrative requirements, cost principles, and audit requirements for federal awards (uniform guidance).
- The auditor is to provide an “in-relation-to” report on the basic financial statements and supporting schedules based on the auditing procedures applied during the audit of the basic financial statements.
- The auditor is required to express an opinion on the compliance for each major federal program as part of the single audit.
- The auditor will report any identified material weaknesses or significant deficiencies in internal control but does not express an opinion on internal control.
- The city is the financial administrator for two (2) joint power agencies, two (2) state programs, one (1) local sales tax program, known as measure h and thirteen (13) community facilities districts (CFD) with the possibility of increasing to up to eighteen (18) CFDs and will require the financial statement compilation and express an opinion on the financial statements for these funds.
