RFP Description

The Vendor is required to provide airport financial and other related consulting services on an as needed basis to the airport authority as tasks are assigned.
- Airport financial and other related services may include:
• With respect to the airport authority’s revenue bond issues, preparation of the financial feasibility study, including the aviation demand study and participation on the airport authority’s financing team.
• Assistance in preparation of financial plans related to the construction and financing of future capital projects.
• Advice regarding the airport authority’s ability to maximize its use of the federal aviation administration’s passenger facility charge (PFC) program (e.g., participation in the preparation of PFC applications and the preparation of analyses related to the collection and use of existing and future PFCS at the airport).
• Participate in the preparation of airport improvement program (AIP) grant applications and letter of intent (LOI) applications.
• Participate in airline agreement development, negotiation and implementation, including the development of and calculation of airlines rates and charges methodologies.
• Preparation of cost/benefit analyses and competitive assessments.
• Preparation of analyses related to increasing airport authority revenues.
• Review and analysis of cost allocation procedures used/recommended to match expenditures with funding sources for the airport authority’s capital improvement program.
• Provide assistance to the airport authority with airport planning (e.g., strategic planning, airfield/airspace planning, cargo facilities and operations planning, master planning, terminal area planning, etc.).
• Give the airport authority the ability to access special skills or competencies, e.g., economics, operations research, benchmarking, economic impact studies, airfield simulation modeling, master planning, etc., not necessarily maintained within the airport authority on a full-time basis.
• And other related services, such as, assist with special airport authority presentations to the board, airlines or other key stakeholders and provide other financial or management services in connection with airport operations or development, or as requested by the chief executive officer and/or chief financial officer of the airport authority.
