The vendor is required to provide general indigent legal services to indigent individuals who are entitled to counsel by law.
- Legal services
1. Attorney minimum qualifications
• Contractor shall have a juris doctor (“J.D.”) degree from an american bar association (“aba”) accredited law school.
• Contractor shall be licensed by the state bar of state and be a member in good standing with the state bar of state for the duration of any contract award.
• Contractor shall, except as otherwise specified herein or required by state court rules, have at least two (2) years of relevant experience practicing law in the area(s) of practice for which the contractor enters into this contract.
• The contractor shall be competent and possess the requisite legal knowledge, in the area(s) of law for which the contractor enters into this contract.
• The contractor shall have knowledge of state rules of professional conduct, aba model rules of professional conduct, and state public defender association (“APDA”) performance standards for the representation of indigent clients.
• The contractor shall demonstrate the minimum qualifications for general indigent legal services described within this scope of work to include experience and training required by state court rules for this specific practice area
2. Paralegal minimum qualifications
• Contractor shall have a degree in paralegal, legal assistant studies or a directly related field, or an associate degree in any field with a certification from a paralegal or legal assistant program. the qualifying associate degree shall be conferred by a regionally accredited community college.
• It is preferred that the contractor in this classification have at least performing relevant job duties under the supervision of an attorney with the same qualifications required herein.
• Contractor shall be employed by, or otherwise affiliated with a law firm or attorney who is responding to This solicitation
3. Social worker minimum qualifications
• Contractor shall have a bachelor’s degree in social work, psychology, child development, or other closely related field.
• Contractor shall have at least three (3) years of direct experience with the child protection systems as a case worker, family advocate or social worker.
• An equivalent combination of relevant education and experience may substitute for the minimum requirements
• Contractor shall live in state and shall possess a state department of public safety fingerprint clearance card as well as a valid state driver’s license.
• All respondents shall acknowledge that they will be working as a non-mandatory reporter per state supreme court ethics opinion 19-0003, due to the attorney and client privilege that exists, and working on this contract under the advisement of the defense attorney, and because no treatment is allowed to be provided.
