The Vendor is required to provide technical consulting services and agent services associated with the management and administration of county’s medical, prescription drugs, dental, vision, life (including payment collection vendor), AD&D, short and long term disability programs, EGWP, aca requirements, COBRA, HIPAA and FMLA.

• Renewal and marketing activities for all lines of coverage, including stop-loss insurance and FMLA administration.
• Advanced stop-loss risk modeling and cost-containment support.
• Premium equivalent actuarial rate development for both active and retiree self-insured plans.
• Please note that the county does not utilize the illustrative rates as presented by any insurance carrier or TPA.
• Day-to-day assistance with claims and eligibility issues.
• Contract review, vendor issue assistance, implementation guidance.
• Employee-facing communication support (booklets, enrollment and informational meetings, office hours, etc.).
• Monthly plan performance-to-budget tracking and trend reporting.
• In person, on site facilitation and leading ongoing healthcare coalition monthly meetings including educational sessions and ongoing plan strategy support.
• At-the-table support for collective bargaining activities as needed.
• Coordination with the county’s actuary for completion of board 74/75 report.
• IBNR calculations.
• Ongoing compliance support (incl. pcori fee calculations, RxDC reporting, etc.).
