RFP Description

The vendor is required to provide the healthcare and management services at the jail.
- Facility and population demographics
• The facility's average daily population (ADP) on march 10, 2025, was 284.
• The number of federal inmates on march 10, 2025, was 90, and is included in the ADP average above.
• The average gender makeup is 75% male and 25% female.
• 2024 - there were 1409 physical assessments
• 2024- there were 2224 sick calls with doctor/nurses
• 2025 – through march 1st there have been:
o 516 physical assessments
o 734 sick call encounters with doctor/nurses
o 39 emergency room visits
• Various medical policies & procedures they include the following:
o Medical health care, policy # 607
o Medical payment, policy # 609
o Release of medical information, policy # 611
o Medication disposal, policy # 613
o Health record format and content, policy # j-h-01
o Hunger strikes, policy # 615
o HIPPA, policy # 616
• Weekly inmate healthcare services are staffed on a 24-hour / 7-day coverage as follows:
o Health services administrator - 40 hours
o Registered nurse (RN) – 168 hours
o Medical assistant/medical records clerk - 40 hours
o Licensed practical nurse (LPN) – 80 hours
e. Physician – 6 hours
f. Mental health professionals – 70 hours
- Staffing:
• Registered nurse (RN) performing on-site nursing duties for one hundred and sixty-eight (168) hours per week.
• Health services administrator (HSA) forty (40) hours per week
• Licensed practical nurse (LPN) performing on-site nursing duties required by this agreement for eighty (80) hours per week
• Physician shall be on-site a total of six (6) hours per week performing physician services as well as overseeing all medical services at the jail.
• The physician shall be in charge of overseeing sick call, reviewing charts, and signing off on all medical decisions.
• Medical assistant and medical records clerk (MA/MRC) shall be on-site forty (40) hours per week to perform administrative duties in conjunction with maintaining medical records.
• Under vendor’s medical staff’s immediate supervision, the MA/MRC shall organize and maintain medical records by collecting information about patients.
• The MA/MRC shall ensure the jail’s inmate/detainee medical records are well-organized and be able to provide quality reports.
• Qualified mental health professionals (QMHP) 70 seventy hours per week.
• Vendor shall have a physician and/or nurse on-call 24 hours per day, 7 days per week.
• The total hours provided may be subject to change as determined by mutual written agreement of the sheriff’s office and vendors authorized personnel.
• Based on actual staffing needs as affected by medical emergencies, riots, increased or decreased population, and other unforeseen circumstances, certain increases or decreases in staffing requirements may be waived as mutually agreed upon between the sheriff and vendor.
- Medical records management
• The vendor shall maintain, cause, or require the maintenance of complete and accurate medical records for the jail population who have received health care services.
• The medical records shall be kept separate from the inmate’s or detainee’s confinement record.
• A complete original of the applicable medical record shall be available to accompany each inmate or detainee who is transferred from the jail to another location for off-site services or transferred to another institution
• Medical records shall be kept confidential. subject to applicable law regarding confidentiality of such records, the vendor shall comply with applicable laws and the sheriff’s policy with regard to access by inmates and jail staff to medical records.
- Supplies – medical and miscellaneous
• The vendor shall provide and bear the cost for all medical supplies required for the jail.
• Medical supplies shall be defined as all medical equipment and commodity items with a unit cost of $100.00 or less.
- Medical waste
• The vendor will remove and bear the cost of dispensing of medical waste material according to all applicable state laws and osha-regulated standards, as generated within the operation of these services.
