The Vendor is required to provide for the investigation of potential potable water sources within the boundaries of the municipality and costs associated with the same.
- Services phase include:
- Phase 1
• Determination of sustainable potable water yields of sources within the municipality of the district, ideally close to growth areas (western shore, district basin, street, district, and road).
• This must include the required base flow calculations to maintain downstream ecology should the source(s) be surface water.
• Determination of type of water treatment required to meet state drinking water quality standards.
• Determination of population size which could be serviced, with fire protection, based on the data collected above.
• Determination of costs and locations of structures for flow measurement, testing, dams, and others relevant to maximize water sustainability and volume of potential sources, while minimizing impact on the downstream environment.
• Determination of a watershed boundary and associated land use protections for the same.
• Review and select a site(s) for the treatment plant(s) based on access, power extensions, land acquisitions, potential to withdraw water with minimal in water work, overall site development costs considering the site works and distance to connect to nearby growth centers. - Phase 2
• For each suitable source, determine costs for land access and land acquisition (including location of the same), access road(s) location and construction costs, location, and cost of a treatment facility.
• Location and cost for a bulk water station to also be considered if feasible.
• Habitat survey and species at risk studies.
• Other studies as suggested by the consultant and priced accordingly.
• Refinement of a watershed boundary and associated land use protections for the same.
- Phase 3
• Design and project management of system to collect, treat, and deliver potable water to selected communities based on the sustainable yield determined by the previous phases, including construction cost estimates.
• Determination of water utility rates for users.
