The Vendor is required to provide appropriately licensed and staffed non-emergency medical transportation services for conservatives (clients) to and from court or other conservatorship-related appointments throughout the county.
- Able to accommodate clients with special needs, including, to, wheelchair and gurney transport.
- county conservatorships to arrange placement and mental health treatment for adults who are gravely disabled and are unable to provide for their basic food, shelter, and clothing needs due to a mental health condition.
- They are incapable of accepting voluntary treatment, and whose family or others are not able and willing to meet these personal needs.
- Licensed mental health clinicians perform clinical investigations, assess and make recommendations to the court regarding the appropriateness of a temporary and/or permanent county conservatorship and various issues related to clients.
- A trauma-informed system as part of its effort to build a better service delivery system.
- It is an approach for engaging individuals – staff, clients, partners, and the community – and recognizing that trauma and chronic stress influence coping strategies and behavior.
- Trauma-informed systems and services minimize the risk of re-traumatizing individuals and/or families and promote safety, self-care, and resiliency.
- Trauma-informed principles include:
• Understanding trauma and its impact to individuals.

• Awareness of cultural, historical, disability, and gender issues, and ensuring competence and responsiveness.

- Provide services to clients with special needs, including, but not limited to, chair seats, wheelchair transport, gurney transport, vision impaired and the hearing impaired.
- Provide a transportation coordinator Monday through Friday from 6:00 a.m. to 8:00 p.m. to facilitate transportation needs.
- Provide coordinated round-trip non-emergency medical transportation service when scheduled by the county.
- Transfer and transport those who are psychiatrically impaired, aggressive, and/or severely overweight; for those who are overweight, more than one attendant may be needed.
- Provide for and arrange testing for staff to satisfy regulatory requirements this includes covid19 testing.
- Submit proof of compliance to the client's current placement, the public conservator’s office, and other added locations as requested.
- The clinical requirements governing this contract are those specified in state and county rules, regulations, policies, procedures, and protocols, relating to the operation of emergency and non-emergency medical transportation services.
- Ensuring transportation that is safe for both the client as well as contractor staff and general public.
- Take clients by the safest, quick and direct route to the destinations requested by the county and shall not make any intermediate stops in route (e.g. client’s friend’s home; if for any reason the client is released by contractor or elopes before or during the destination is reached, the office of the public conservator transport unit must be notified immediately; county may provide and maintain a list of frequent destinations with approved mileage.
- Take pre-scheduled appointments and arrive on time at client pick up and designated appointment locations.
- Able to do multiple transports in the same day.
- Hours of service: contractor shall have 24-hours per day, 7 days per week availability.
- Non-emergency medical transportation services: contractor shall provide a toll-free number and email address or other mutually agreed upon communication for purposes of requesting transport.
