The vendor is required to provide security services 24 hour per day, 7 days per week, 52 weeks per year and will include: security protection for city water facilities, storage tanks, related infrastructure, and any other city owned property, including the cross lake levee, dam and associated flood gate.
- Allowing vehicles to enter the plant without a parking permit.
- Timeliness in discovering and reporting security breaches.
- Accuracy and thoroughness of records maintained by the guards
- Adequacy of protecting city facilities and property from damage and theft.
- Timeliness of guards in covering prescribed security check routes as verified by “security” clock printouts on a random time basis.
- Develop written operating procedures detailing the duties, responsibilities, and actions to be taken by their guards under routine situations.
- The guards are to be physically fit and fully capable of pursuing, cuffing, and detaining any suspicious or unauthorized person who poses a threat to the plant facilities and/or personnel.
- The guards should be trained and equipped to respond to anticipated terrorist threats and should not have any physical handicap that would prevent them from performing guard duties described in this document.
- Provide a bicycle, golf cart, or other form of “low cost” transportation for the guards to utilize inside the plant.
- Responsible for repairing and/or replacing city-owned radios that are damaged or lost due to negligence, carelessness, or willful intent of the guards to whom the radios are assigned.
- A structured program for the change out of guards during shift changes.
- Provide one (1) armed guard, working an eight (8) hour shift, to protect the amiss water treatment plant main gate entrance – from intruders during the normal day shift Monday through Sunday. 
- The guard will report to work at 6:00 am and the shift will end at 2:00 pm.
- Provide one (1) armed guard to protect the amiss water treatment plant north gate entrance from intruders during the day, Monday through Friday. 
- The guard will report to work at 6:30 am and the shift will end at 5:00 pm.
- Provide one (1) armed guard, working an eight (8) hour shift, to protect the amiss water treatment plant main gate entrance from intruders during the normal evening shift Monday through Sunday. 
- The guard will report to work at 2:00 pm and the shift will end at 10:00 pm.
- The guards are to check the chemical delivery trucks to see if all doors and hatches are locked and sealed. 
- The guard is to report to the senior operator on duty, any truck attempting to enter the plant with unlocked or unsealed hatches. 
- The guard is to detain the delivery truck at the gate until the senior operator on duty is able to have city personnel perform a thorough check of the truck’s cargo before allowing it to enter the plant.
